Qu'est ce que LEADER ?

LEADER signifie « Liaison Entre Action de Développement de l’Economie Rurale ». C’est un programme européen qui vise à soutenir le développement des territoires ruraux porteurs d’une stratégie locale de développement : un Pays ou un Parc naturel régional en Région Centre-Val de Loire. Ce programme finance des actions innovantes (en terme de méthode, de contenu) s’inscrivant dans cette stratégie. Il sert également de laboratoire d’expérimentation pour l’ensemble des territoires ruraux. Il est animé par un Groupe d'Acteurs Locaux (GAL), composé de représentants de la société civile et d'élus locaux.

A joint application

The LAG Berry Val de Loire is carried by Pays Loire Val d'Aubois and Sancerre Sologne. These two territories share common values around tourism, the environment and culture.

Strategic actions

The Berry Val de Loire LAG program has a budget of € 1.2 million. It is intended to finance initiatives capable of being part of the following actions:

1) Develop and preserve the tourist and cultural potential of the territory by relying on local actors
This measure makes it possible to finance intangible actions contributing to:

• Encourage the discovery and preservation of nature and landscapes;
• To discover and encourage the promotion of local products and gastronomy;
• Valorize culture, art, heritage and crafts.

2) Make homelessness a privileged way to discover the riches of the territory
This measure makes it possible to finance tangible and intangible actions contributing to:

• Structuring hiking trails
• Identify and create tours;
• Encourage the discovery of the riches of the entire territory from remarkable sites.

3) Structuring and consolidating the tourism sector
This measure makes it possible to finance tangible and intangible actions contributing to:

• Develop tourist services of excellence;
• Organize and structure the network of actors to gain fluidity and transversality;
• Develop an ambitious tourism governance service for the tourist economy;
• Make local actors ambassadors of their territory.

4) Promote the territory around unifying identities: Loire, Berry, Sologne
This measure makes it possible to finance tangible and intangible actions contributing to:

• Promote the image of the destination outside the territory;
• Promote the appropriation of identities of the territory by the residents.

Avancement du nouveau programme

La stratégie 2023-2027 est axée sur trois orientations stratégiques décrites dans le cahier des charges du Conseil régional Centre-Val de Loire (téléchargeable dans le bandeau ci-à gauche) :

• Améliorer l'accès à des services de proximité (santé, mobilité, alimentation, accueil jeunes, services aux personnes âgées, etc.) et appuyer l'innovation sociale pour des territoires inclusifs.
• Relocaliser et reterritorialiser l'économie, par l'émergence et la structuration de filières économiques locales : économie circulaire, économie de la fonctionnalité, circuits de proximité...
• Atténuer les effets et adapter les territoires au dérèglement climatique (sobriété énergétique, développement des énergies renouvelables, reconuête de la biodiversité, réduction des vulnérabilités...)

Le dossier de candidature du GAL Berry Val de Loire a été adressé à la Région le 28 septembre 2022. Une seconde version retravaillée a été transmise le 05 avril 2023, en apportant les justifications vis-à-vis des choix adoptés ainsi qu'en actualisant la maquette financière initiale. Cette version (téléchargeable dans le bandeau vert ci-à gauche) a été adoptée par délibération de la commission permanente régionale le 26 mai 2023.

Le GAL Berry Val de Loire est dans l'attente de l'opérationnalité du système de saisie des dossiers LEADER et de son protocole, car chaque demande s'effectuera uniquement par voie dématérialisée sur un portail des aides.
